Columbia is the second-largest city in Maryland, yet it’s technically not a city at all. Columbia is a “census-designated area” and is therefore served by the Howard County Government and is subject to a unique structure of village associations and a master homeowners association (Columbia Association). The Howard County government delivers essential services such as police, fire protection, and public administration for the Columbia area. Most residents in Columbia are also subject to a system of homeowner associations (HOAs) and community covenants that oversee neighborhood rules and maintain community standards. Columbia is divided into ten unique villages, each with its own elected village board, which is responsible for enforcing Columbia’s covenants within that village. The villages also host community events, manage recreational facilities, and address issues specific to each village, advocating to the Columbia Association and local government on behalf of village residents. Each village holds annual elections to elect members of the village board and a representative to the Columbia Council who serves on the Columbia Association Board of Directors.
